The Purchasing Agent shall be designated as the Contracting Agent for emergencies affecting the public health, safety and welfare requiring the immediate delivery of articles or performance of services, except for matters relating to County roads, highways, culverts and bridges, which shall be with the County Engineer. In the event the County Engineer is not available, then the Purchasing Agent shall have such powers and authority to declare emergencies in those areas affecting the County roads, highways, culverts and bridges. The Purchasing Agent shall follow the provision of the statute in carrying out these duties.

The Purchasing Agent shall perform such other duties as may be assigned from time to time by the Board and such duties as are imposed by statute.
